Notes on potential areas

PotV(i,j) is the eligible area (ha) for measure j on field i. Key determinants: - IniPotV(i) — total field area (denominator) - Countcy(i) — number of years with "acceptable" crops (max 5) - MarkAccess(i,cy) — crop code per year (some crops exclude implementation) - Measure-specific factors: lav(i), livestock(i), BZ10Pot, Vaadomrpot, etc.

Fields with crop code 0, 2, 3, 6, 8, 13, 16, 17, 21, 27, or 999 in 2018 (the most recent year) have all PotV = 0.
