What is the cost of meeting VP3 nitrogen targets alone, with Tripartite Agreement floors? This isolates the N component of the full Baseline_NP cost and reveals the marginal cost of adding P targets.

Derived insight

Cost(Baseline_NP) − Cost(N_only) = marginal cost of meeting VP3 P targets simultaneously with N targets. This is a key policy number.

Notes

  • With var_P = 0, the P reduction equations are still computed but the target constraint is deactivated — the model optimizes purely for N cost-effectiveness (plus tripartite floors).
  • Expect the measure mix to be heavily dominated by N field measures. P measures (NPB, PPC, etc.) will only be selected if they happen to be in combined measures that also deliver N value.
  • Baseline_NP — adds P targets → Baseline_NP minus N_only = cost of P
  • N_only_no_tripartite — removes tripartite floors too → pure N cost-efficiency frontier
